Why are extended states of emergency becoming so popular?

First it was Boston with a declaration of emergency and ordering citizens to remain indoors for a couple of days.  Then we had the situation in Paris with a few weeks of "state of emergency" power, then Brussels with three weeks of the same  and now this morning we hear that Tunisia has declared a state of emergency for a month.

Why is this becoming so popular?

Are we really going to accept police state actions because our law enforcement/intel agencies didn't stop the threat and liberal politicians encouraged the import of shady people into the country?

This is an open thread.  I'd like your opinion.  Am I overboard or spot on?
